How close you can get to sea turtles, monk seals, dolphins and whales

Rules & lawsStatewideChecked Oct. 29, 2026

Give sea turtles at least 10 feet and Hawaiian monk seals at least 50 feet (150 feet for a mother and pup). Federal law keeps you 50 yards from spinner dolphins and 100 yards from humpback whales.

  • Sea turtles: at least 10 feet (3 m), on land and in the water (guideline).
  • Hawaiian monk seals: at least 50 feet (15 m); mothers with pups at least 150 feet (about 45 m) (guideline). Stay behind signs or barriers and keep dogs on a leash.
  • Quick check for 50 feet: if your thumb at arm's length covers the whole seal, you are likely far enough away.
  • Spinner dolphins: federal law prohibits swimming with, approaching, or staying within 50 yards (46 m).
  • Humpback whales: federal law prohibits approaching within 100 yards (91 m), including by boat, kayak, drone or swimming.
  • Other dolphins and small whales: at least 50 yards (guideline).
